In theory yes, because practitioners from each of the five task groups and from each territory can participate in the COP. In practice, however, one may expect the COP to mainly attract scientists, government officials and facilitators, and fewer citizen initiators, business network managers and managers of non-profit associations. Finding members for (local, regional) think tanks will in practice mainly depend on the position and network of the first initiators.
